Can one check hotmail using Outlook Express? Hotmail does not allow access via a pop3 account.
First you will need to download and install a program called FREEPOPS. http://www.freepops.org/en/ (make sure you get the latest version)
Then follow the directions for setting it up for your hotmail account from this web page.
